Repair wallpaper that’s been ripped

Need to get a clothes rack modified. Pictures are attached for reference. We need panels around the bottom to cover the wheels so it can’t be seen and a bottom base board. Due to our traveling nature of our company, these modifications need to be easily removable, allowing the rack to be folded down.

Trips out when turned on and cuts power off from garage and parts of house. Have tried turning off and restarting but still cuts out. Slight sound when turned on but instantly shuts off.
