The blind chain is broken I cant move the blind up and down, need to get it fixed

This old roller blind stop working, the chain broke and the spring inside is broken. Need someone who can reach up there (first floor from the ground flour, check third picture) to fix the blind or to change for a new one. Need formal quote for the landlor to approve.

I need someone with the right equipment and experience to sand back the finish on 120 timber Venetian blind slats ready for oiling/staining. They can be picked up in Maribyrnong or Ascot Vale or we may be able to drop them off to you. 80 of them are approx 190cm long and 40 are approx 150cm long. Please let me know what you would charge. If you are interested in also staining/oiling them please give me a price for that too. Replace a broken metal chain from a block out blind. Plus reinstall & reattach a sheer blind onto a dual blind holder, both mounted at second level internal window frame above ground floor. Thus need an experienced person to replace the long broken blind chain and permanently resecure sheer blind back onto it's dual blind holder, so that it does not fall off again. So for access, you will obviously need to bring own extendable tall ladders to reach top window frame from ground floor. Please refer attached photos for better understanding of job requirements. For an experienced person with the right tall ladders, this job does not take long to replace broken chain and reinstall blind.

Reinstall & reattach a large sheer blind onto a dual blind holder mounted 6m high. The big black sheer blind (3m x 3m) has completely detached from a dual blind holder. Which is mounted at second level internal window frame, 6m high from below ground floor. So no amatures please, as I need an experienced person (subjet matter expert in blinds); to permanently resecure large sheer blind back onto it's holder, so that it does not fall off again. Plus for access, you will obviously need to bring your own very tall 6m ladders; in order to mount the sheer blind back onto second level window frame.
