Need help with surface pro

Telstra broadband (modem) and 4G Lte Netgear (modem) in store and a Cisco Meraki wireless router. Currently the set up doesn't work - the router is struggling to connect to the internet through both modems and continually has a rainbow flashing light. Both the modems shows signs of connecting to internet through their lighting - potentially an issue between the connection of the modem and router or the router itself. We need someone who can come and fix the set up so our wifi is working again.
