Dell laptop need to repair to get faster while you working on it

Need help setting up my internet. I’ve got all the hardware and connected through internet provider, but can’t for the life of me get it all working!

2 Ipads locked out, when i connect it to my laptop itunes it gives me the option to update or restore. I tried updating both ipad when nearly finished downloading they stop in the middle and both say cant be updated unknown error occoured code 14. Only givining me the the option too reset. One of them as ipad ifinder on them one dosnt soo i cant get it replaced untill im able tpp find the receipt I want too know if there is any hope in recovering the data such as photos and videos from on to a Hard drive prior too reseting them too factory.
