Curtain runner snapped. Have purchased new runner and require installing

Purchased 380cm curtain rod and sheer curtain. Looking to have this installed in the ceiling recess before the back window, this area is 270cm high so a ladder would be required. The space is 300cm, so cutting of the rod would be required for fitting. The rod would need to be drilling into this ceiling section which looks to be either metal or concrete. I need to replace 2 curtain rod (one is broken) as they are installed on window frame (might cause water leakage?). I want them to mount on the celling instead of the window frame. I need to someone to install 4 curtain rails and 2 blinds into my apartment. The two longest curtain rails are 4m and 3.6m. I would like them to be double railed so there can be a light curtain and a heavy curtain. I still need to purchase these or you could supply them and I would pay you. There is a pelmet from sliding doors still on the wall that we could either keep or need removing. The smaller ones are 180cm and I already have rails for that. I have already bought the blinds as well.
