Down pipe is falling off. Needs help to change a new screw and put on an extra bracket to secure it.

There is a continuous water flow in the roof downpipes, and there is suspicion that the water leakage is from the solar hot water panel installed on the roof of this double-story house. The root cause of the water leakage on the roof downpipe needs to be identified and fixed

Plumber required to fix/replace two leaking down pipes (images attached) There is some sort of irrigation part attached in center which gets clogged very easily and creates a problem. Looking to replace (the white round pipes) with normal down pipe (as image 3) and making both the down pipes leak proof. Required tools and material will need to be arranged by you. Thanks.
