My filter won’t start. I need assistance to get it fixed

Need either a new battery as my skateboard was left for over a month on completely empty battery and now has gone into a safety mode. I need help with getting charge into it or what it needs some advice. The place I got it are really untrustworthy and say they need to install a new battery but I don’t believe they will as they won’t even give me the old one they said when the “replace” it. Don’t want to spend $1100 on a battery jump start!
