Electrician required to connect stove to box

I need to get an electric oven installed in my kitchen. The oven is a 60cm one. I will have the current oven removed by a gas plumber beforehand. Also, there will be space as the new oven is a small one, so putting up some board to cover the space would be good, but if it’s not possible then just installing the oven for now as I need that done. I have attached a photo of the oven that I want installed

There were three switches on the same switchboard: LED downlights, fan and heating bulbs. Only downlights have problems, the other work. When I switch on the downlights switch, sometimes the downlights are on immediately, sometimes they don't, but a few hours later the downlights are on. When they are not on, I tried to short the two wires behind the downlights switch, no use. So it is not the switch. I also climbed up the roof and nothing seems odd .
