back colorbond fence (18m) that is leaning @ 15 degrees to neighbour's side needs plumb alignment.

My colorbond fence is tilting over my retaining walls due to recent windy storms. It seems the steel brackets holding the fence to the retaining wall has rusted off. Need someone with experience working with colorbond fences on retaining walls to repair it. My thinking at the moment is just to take down the fence, put in more / strong brackets and remount the fence. Happy to hear expert opinion though to solve it. Currently the fence is tied down so it doesn't fall over outside.
