I need to cover a 4cm chunk on the door’s jamb. No replacement of the whole jamb. Only paint and cover that hole.

We require assistance in getting a screw removed from the broken hinge on our toilet seat. The screw is locked down and does turn but does not unscrew from the toilet base. We need to replace the broken hinge with a new one but cannot do so until we get this old screw and hinge off.
