When we had the building inspection done, the report said the front door had minor water damage. I am guessing that has contributed to it sticking on the floor as it’s opened and closed. when i had the locks changed, the guy described what we could do to fix it (not sure if there is another way!) as it would degrade the lock over time- take the door off, circular saw a cm or so off, seal the door on the end that is closest to the floor then rehang and ensure the lock aligns. Hope this is helpful for the quote!
