The wall curtain rods has come out of the wall and keeps dropping, will need someone with tools, I have the new rods to go into the wall

Need someone to fix garden bed wall height/level where it has sunken a bit in the corner. Could rebuild this section or just put more cement under the top bricks to make it higher. Just need it to line up better with the other sides of the wall before we put new grass down. See pics Thank you
