I think what it needs would be some kind of bricking along the back fence to slow down the flow of water from the property above me. But you may have a better solution. Then I need help with how best to rehome my chickens back in that spot so the water doesn't wash away all the soil that they scratch up. I guess you'll have to come look at it to understand what I mean.
