Need plumber to fix tap n bathroom

I’ve just moved into a new apartment. The draining pipe for the washing machine to drain into looks to be clogged/previous owner did not drill a large enough hole for it to drain into. I would need a qualified plumber to help with me with this.

we have a slim 3300 metal water tank we want taken out from side of our house , there is restricted access on side of house between us and neighbours fence need someone to have look to see if this is possible and we would need new plumbing to re route pipes from tank to street??
