I’ve got a sunroof that works but is having some minor issues , the fabric is detached possibly causing the issues

A while back, I had some roof leaking issues. To fix the leak, an original roof ornament (cupola) had to be removed so the roof could be capped. I would like to restore, paint and reattach the cupola as an ornament to the apex of the roof. I have included a photo of the cupola as well as a photo of the repaired roof (without cupola) and a photo of the roof where the cupola was before. Whirlybird has stopped spinning and when it does it makes a really loud noise. Need someone to come and sort it out. I don't have a ladder to get on the roof.

My house is an old high-set Queenslander. We have put in netting to stop pigeons nesting on a window hood that is beneath a gable. At the peak of the gable, it needs trimming and installing two Colorbond trim strips to the barge roll.
