Need help in making the dress of the following design for me

Wedding dress needing 4" off length and sleeves changed, removal of one strap and tightening.

There is a dia=6-7mm screw on my sewing machine, that I can’t loose it to change my sewing foot. It’s way too tight, really need help urgently. And the table is a bit shaky.

Sew together two layers of wool fabric, to make a blanket. Approx. 200cm x 150cm. Includes finishing edges and enough stitching across and down to keep the layers from sagging. Fabric will be supplied.
