I have recently fitted out an office space and during the fit out, double insulated the new walls and hung heavy doors to support sound proofing. many of the ceiling tiles have a thin layer of sound proofing also. However i can still very clearly and distinctly hear people between rooms. As this is a psychology office it is incredibly important for their to be NO sound travel. Both therapy rooms share a wall and run against the same pannels of window glazing which I imagine is contributing to the difficulty.
