Washing machine is making weird noises!

There is an area in the house where we would like to put our washing machine. It’s next to the kitchen so I would think there are pipes that can be connected to the washing machine and would like someone to perform the job. Would require putting holes and making connections using pipes. Happy to pay for material costs separately.

Washing machine is not drying clothes , when machine is empty drum is rott in full rpm however when having very few clothes also drum is not rotating fast
