the top window does not go all the way up leaving a 4cm gap

I need a doggy door installed that would suit a King Charles Cavalier into the bottom pane of a window. It would have to go on the right hand side of the lower window pane as there is a gap of 50cm only the the dog can have access to. There is a lowboy blocking the window and leaving only the 50 cm available. I need someone to bring the doggy door with them and install please.

Hello, we have been refurbishing a unit in Houston at Epping and have some minor jobs we need help with 1. front wire door needs timber added to door frame to make fit 2.
