I have a surface pro 3 I tried to reinstall a. Fresh copy of windows using the windows system and now the laptop goes to start and a windows logo appears and then it just restarts. It just continues this cycle and won’t load windows. Need a fresh copy of windows 10 or 11 installed.

I purchased a pc tower from centre com that was supposed to have windows 11 home installed. On start-up I have to enter bios briefly to trigger windows (even though windows is set as priority 1 on start-up) and windows asks for the install/boot disk/usb (must be usb-no dvd drive) which was not included in the delivery. I can get a key online for $30.
