The dress is a 23inch waist and a 31inch bust, i am a 29 inch waist and a 34 bust. Is there any way this can be made bigger?

There is a small hole at the back of the dress at the bottom of the zip and it needs shortening

I brought a dress from my local charity shop and I feel Inlove with it.The dress is a size 10 and I’m a size 4.It needs to:be cut at the bottom(even with high hells on it’s way to long),the v neck is too long so needs that done as well otherwise it shows my whole chest (not ideal for prom)and it’s too big on my waist so it hides my curves.
