Staining the light wooden laminate flooring in the living room and hallway to a darker colour.

There is fixed skirting board in all the rooms of my flat. See photo for an example section. I have a couple of items of furniture where the skirting board prevents them from aligning flat on the wall. I want to get sections of the skirting board cut out so the furniture can sit flush against the wall.

We need someone to lay/fit some vinyl flooring. However it's in a rental property so it can't be glued down. Ideally some vinyl tape would be used to secure it and silicone can be used to seal it. It would also be laid over laminate flooring. We understand that the finish won't be amazing but if it's reversible so we can rip it up at the end of the tenancy without too much damage to the laminate, that would be great.
