Rough wall requires sanding or skimming as wallpaper cannot stick in its current form. High ceiling so requires ladder. Quite a small job so being local helps. Paint a small 2 bedroom flat (1 single, 1 double bedroom, ,small entrance hall, small bathroom and small kitchen, lounge. Low ceiling modern flat already in white/magnolia.Woodwork like window sills and doors and skirting too.Window frames are pvc so no need to paint windows. Replace silicone if required around bath/sinks to have a nice clean finish. Must be experienced and know how to prepare walls and ceilings to a smooth finish. Bathroom mould resistant paint to be used in bathroom, Dulux all round, all white would be fine. If its a good job, there are more flats which also need repainting.
