Water has built up inside the double glazing from rain outside

The windows are PVC and screw hinge needs to be removed carefully so chair can go outside. This is how I moved them in. Then the window needs to be put back.

I'd like to install three sets of locking secure stops across two sash windows. I have one set of two installed previously, meaning the bottom sash in one room can only be lifted about 15cm. I'd like to do the same to the top sash of the same window . I'd then also like to install four more stops to get another window to the same state, where both the top and the bottom sash can only be moved by 15cm
