Polyester dress x3 - bottom part needs cutting a small piece to cover the chest area.

I bought a size 14 Anthea Crawford blazer from the op shop. I am typically size 10-12. It is 100% polyester with a Rayon lining. The waist is a bit big so would like that to be taken in a few inches. The shoulders are also slightly too big so would like to see if it’s possible to alter.
