my PC will boot and allow to login, but minutes after it will shut off, try and turn itself back on as you can see with lights flashing once you inspect it but will not turn back on unless it’s turnt off for hours. and then continues to do the same thing

I have a locked iPhone ( I think it’s a 4 but maybe slightly later) that is locked/disabled and I would like to get the photos and videos off it.
