4 x Washers on taps to be replaced

We have a leak in our hot water system and finding it hard to get anyone to have a look. It is also located on a flat two storey townhouse roof. Budget is for call out fee and then we can discuss what needs to be done.

I live in an apartment and the hot water temperature seems to have dropped quite a bit. The building manager has said perhaps mixing valve inside may need to be replaced. There is access in the bathroom as the temperature has been fixed 18 months ago.
