Front balcony storm water pipe is leaking

i need a few things done at my rental property, including patching a hole in the wall, installing fly screens, fixing window, fixing shower screen and fixing toilet pipe.

Outside tap needs to be replaced. Can't seem to get a grip on the pipe and feels like the tap is twisting the copper pipe behind the wall and not loosening. Not worried if some wall needs to be removed.
