Install new aluminium windows for the front house near the balcony

I need 15 first floor windows which are heavy to be lifted and put in place and 10 ground floor Windows to be put in place. I don’t need the windows to be installed just lifted and put in place. I would say a team of 4-6 people will be needed.

Our house is double storey and we are experiencing some noise every evening between ground floor ceiling and first floor under floor.

See the photo of the balcony and the glass balustrades. I want two of the glass panels to be changed to clear glass (the ones shown in the attached picture). As you can see in the second photo, this balcony is at the first floor, so access is not easy from outside of the building, and I strongly prefer to avoid the headache of having to get scaffolding installed etc. I'm looking for someone who can remove the two existing panels intact (I want to keep them), supply and install new panels that are clear, and do all that work from inside the balcony so we won't need scaffolding. The current panels are 1.7m tall. I don't want the new panels to necessarily be 1.7m. I actually prefer them to be shorter, that is, as tall as required for safety. I'm not sure, but I think they're required to be 1m or 1.1m according to regulations (will need your advice on this). Also, I expect the supplier/installer to be a professional who will be responsible for any safety issue caused by the new glass panels later if they are not installed according to the regulation. If you are a professional doing this type of work, you should know what is required according to the regulations for safety. The budget is negotiable. I want a clean and professional work to be done for a reasonable price, so I'm open to consider different offers. I will pass this through the builder to get his approval too for reasonableness of price and safety.

I want all windows of a town house be cleaned. It's flat roof, and access to the windows on level 1 is available only with a ladder. You need to have all the cleaning equipment and the required ladder to get to the higher windows. It's around 15 windows but sizes differ. Not sure how quote for this csn be prepared (needs a site visit? needs photos of all windows?). Happy to discuss.
