Front garden water tap leaking from the base under ground

I am moving into a new home. 1/ The security alarm goes off as I switch on the light in the meter board. It is a chubb. I do not have any codes. Seems we might have to simply break the connection to the alarm. Or I am told there is an alarm panel somewhere where we can pull off the plug. I am not able to locate this. 2/ The electricity is connected but I do not seem to get hot water. Seems like some switch or plug I am not able to connect/ on the the hot water system. Need to get this done asap. You may be able to solve none, one or both the issues during your visit. Please mention in quote if you are ok to be paid nothing if you are not able to solve either of the issues, because that doesn't help me in any way.

I have an upstairs extension with no installed water or plumbing. I want to construct an upstairs en suite. Shower. Basin. Toilet. I am an amateur but confident builder and have previously built a couple of bathrooms before, so can do the construction no worries, but I have always left the finishing plumbing to a licensed plumber and will do so now. I would like a plumber to visit my house and advise me with the best locations of toilet, shower and basin, with particular attention to the best way to connect to sewerage. I will then construct the bathroom for you to connect. So I need advice now, on the best place to site things, and a quote of price for job completion. Thank you.
