wish to remove water tank and need pipes into house capped off

I need to seal the rain water pipe through a certified plumber. There would be artificial turf on top hence this needs to be sealed properly for the long run. The pipes are charged system and a part of rainwater tank I believe. There is an additional hole in another pipe (white one as shown in photo) that will also go under the artificial turf/concrete that needs a proper sealing with glue/gum as seen appropriate. Need this to be done this morning or afternoon at max.
